Can abstention ever be an active choice for the citizen?
After watching the video, think about the following questions:
Do you agree that there is no such thing as non-voting?
Can abstention ever be an active choice for the citizen?
What do you think government can do to encourage voting? Should it do anything or just leave it to individual choice?
Do you see value in enforcing compulsory voting in the U.S., such as is practiced in Belgium (not showing up to vote results in prosecution and a monetary fine)?

DISCUSSION 6
As drafted in 1787, the United States Constitution provided for unlimited reelection of the president and for congressional representatives. In 1947, the 22nd Amendment. was ratified, which limits presidents to two full terms in office. However, members of Congress can still serve unlimited terms so long as they can be reelected.
For this discussion, consider the following question:
Do you think that members of Congress should be subject to term limits?
Construct an argument either for or against the idea of congressional term limits. As you think about this question, you may also want to explore the differences between the House of Representatives and the Senate and how these may impact your position. For example, you could advocate for term limits in the House but not in the Senate. Clearly, the Framers believed the different chambers served different representative goals in their relation to the people. Might these suggest different limitations? In making your argument, refer specifically to some of the concepts from the textbook such as the power of incumbency, gerrymandering, etc.

Discussion 7
For this discussion, consider the following question:
Do you think Congress and the president have done enough to protect bureaucratic whistle-blowers? Why or why not?
Make your argument using the ideas discussed in Chapter 13 of the textbook on the bureaucracy (see especially Section 13-7e). However, you may do additional research, if you feel it would help with the depth of your response.
