Scenario - The Greater Manchester Waste Disposal Authority have awarded the contract for four major sites to consortium. There are four members of the consortium: (i) designer, (ii) builder, (iii) financier, and (iv) operator. You are employed by the designer, and responsible to the Projects Director. The contract is to undertake major refurbishment and reconstruction of the existing sites on a PFI basis, with responsibility to return to the authority in 25 years.
